AIDEGen: Update aidegen prebuilt from aosp_x86-eng@5400718

For fixing the issues:
1. [b/128900706] Always asking for "SDK Setup".
2. [b/128444947] Skip error message of git command to get user's LDAP.
3. [b/128512508] Causes device build to fail.
4. [b/128453332] AIDEGen doesn't work when OUT_DIR isn't out.
5. [b/127877787] Unable to create project properly with frameworks/native
