Track libcore migration to libcore.util.Mutable{Int,Long}. 

Another CL in this CL topic migrates libcore-internal uses of
android.system.Mutable{Int,Long} to use the corresponding
classes in libcore.util instead.

This CL updates JniConstants accordingly.
