java.nio.Buffer ctor invocations: Document elementSizeShift arg. 

On Android, subclasses of java.nio.Buffer need to pass the extra
argument elementSizeShift to the superclass constructor. This CL
adds a change marker for this set of changes.

Other change markers for java.nio.Buffer subclasses are left to
a subsequent CL.
