Revert "sdm: Allow Skip Validate after Idle Power Collapse" 

This reverts commit 43102c70.
Skip Validate needs to be disabled for scaling related cases
where the QSEED LUT data needs to be re-sent to the DRM driver
for programming to hardware when MDSS exits idle power collapse.
