wifi: Use default binder buffer size to 16 Kb for 32 bit targets.

For 32 bit platforms, default binder buffer size was restricted to
4 Kb. For Some APIs (ex: installPacketFilter()), binder size of
more than 4 Kb was requested and thus failed.

This commit is to increase binder buffer max allocation size to
16 Kb. Thus, allowing binder transactions of up to 16 Kb.
