Fix getFrameTimestamp test flakes. 

This fixes both the dEQP CTS flakes relating to
compositor timing and the lib_gui test flakes that
don't initialize properly.

Test: adb shell /data/nativetest/libgui_test/libgui_test
  --gtest_filter=*GetFrameTimestamps*
