SF: Switch vsync source runtime based on the priority 

- Trigger resync of the vsync model to align with the latest
  vsync source at runtime based on the Power Mode/Display
  device state changes.
- Set SCHED_FIFO if any of the displays are active.
- Check for dummy display in setPowerModeInternal to
  follow the existing approach to trigger resync logic.
