sf: Handle different resolution configs correctly 

In RefreshRateConfigs, fix the handling of Display configs having
different resolutions. Populate mRefreshRates map with the configs
having same resolution as the active config. Resolution change or
SF::setActiveConfig will re-populate mRefreshRates map.
