sf: Define Phase Offsets for PERF Refresh Rate config

- Add support to define Phase Offsets for PERFORMANCE (90 Hz) and the
  higher Refresh Rate (120 Hz) configs separately. If any of perf_fps
  offsets is not configured by the user, then it will default to the
  corresponding high_fps phase offset value.
- Rename PERF1 and PERF2 enums to HIGH1 and HIGH2 to align them with
  highFpsOffsets.
