codec2: add C2StreamProfileLevelInfo for supported profile/level query

C2StreamProfileLevelInfo parameter is added for client to query supported
profiles and levels from component.

Note that although this parameter is configurable, C2VDAComponent now doesn't
regard the configured value and still use fixed profile to initialize VDA.
