Turns on ENABLE_EXTENDED_COMPRESS_FORMAT for libtinycompress_vendor. 

Some methods defined by libtinycompress that are used by qcom are wrapped in
"#ifdef ENABLE_EXTENDED_COMPRESS_FORMAT".
