Export libxml2_headers 

This allows vendor modules to include headers in VNDK-compliant way
LOCAL_HEADER_LIBRARIES += libxml2_headers
rather than old way
LOCAL_C_INCLUDES += external/libxml2/include
external/libxml2/include/libxml
