Add back LOCAL_COMPATIBILITY_SUITE from PresencePolling

PresencePolling.apk is still needed for PresencePollingTests.
Here's the test config:

Add LOCAL_COMPATIBILITY_SUITE setting back but force set this module's
install path to $(TARGET_OUT_APPS) for later CL's preparation of test
dependency build process modification.
