Add Hyphenation patterns for Bulgarian and Church Slavonic 

Bulgarian (bg) is now dual-licensed, including under the MIT license. Church
Slavonic (cu) is a new set of patterns, also released under the MIT license.

Test: make -j works and creates .hyb files for bg and cu
