Apply https://unicode.org/cldr/trac/ticket/11972

This change patches in https://unicode.org/cldr/trac/ticket/11972
to correct CLDR's copy of tzdb input files. They're not used on Android
but I applied that change to prove that, and it makes sense to keep up.
