Refactor VTI tests to support null encryption 

-Split input and output into separate tests
-Refactor to inject null encrypted packets while still allowing
 encrypted packets to be mirrored
-Add a check to ensure plaintext packets are not sent.

Test: VtsKernelNetTest can pass
