Add Tests for XFRM Tunnel and VTI Interface 

Tests Added -
-Add methods for creating and deleting VTIs
-Create an xfrm tunnel and send encrypted packet
-Create and teardown a vti
-Create a vti+xfrm tunnel and send a packet through it
