Minor fixes to iproute. 

1. Add the ability to get input routes via an optional iif
   parameter to GetRoutes and _Route.
2. Make GetRoutes properly decode messages as RTMsg instead of
   NdMsg.

Test: all_tests.sh passes on android-4.4
Test: python iproute.py shows no errors on android-4.4
