Update UID routing tests to current upstream candidate. 

1. Use a fib_rule_uid_range data structure instead of
   separate FRA_UID_START and FRA_UID_END UIDs.
2. Support both legacy and upstream candidate modes.
3. Add test coverage for correctly routing orphan sockets.
