msm: npu: Calculate NPU FMAX based on hw fuse value 



NPU FMAX can be calculated using fomula
FMax = hw_fuse * 19.2 /2 MHz
Then it will be rounded up to the closest frequency in NPU's
frequency plan to determine the maximum power level that it can
be set.
