add CONFIG_USB, CONFIG_INPUT, and CONFIG_BINFMT_SCRIPT

CONFIG_USB and CONFIG_INPUT are prerequisites for other options
in the base and recommended fragments but were previously missing.

CONFIG_BINFMT_SCRIPT is needed to enable direct execution of scripts
in testing.
