Fix vendor and odm prefix

This is to sync with system/sepolicy/private/property_contexts. Only
"init.svc.", "ro." and "persist." can be prefixed in front of "vendor."
and "odm." In addition, "ro.hardware." can be used for both vendor and
odm.
