Changes the picker from lenspicker to carlauncher

Looks like this change was needed in order to get tests to run properly
again. I initially had this change as part of a previous CL for testing.

Test: Run the adb command: adb shell am instrument -w -r -e debug false -e class android.test.functional.auto.apps.RadioHelperTest android.test.functional.auto.apps/android.support.test.runner.AndroidJUnitRunner
