Add TransitionRunner to FlickerLib

Allows the user to build complex transitions from existing ones. The
runner is able to capture traces if required. It can run transitions
multiple times and skips ones that are janky.

Added WindowAnimationFrame stats monitor.
Added common interface for all monitors.
