Implement ButtonFooterMixin 

The ButtonFooterMixin allows creating GLIF-compatible sticky footer
with buttons. The mixin assumes that buttons on the start side
(left for LTR) are borderless buttons and buttons on the end side
(right for LTR) are accent colored raised buttons.
