Adds TENSOR_QUANT8_SYMM support to test infrastructure 

This is needed to be able to test DEQUANTIZE after adding
TENSOR_QUANT8_SYMM support.

Test: NeuralNetworksTest_static
Test: VtsHalNeuralnetworksV1_2TargetTest
