Support quant8 with RESIZE_BILINEAR. 

Switch to OperationResolver for RESIZE_BILINEAR.

Make RESIZE_BILINEAR and RESIZE_NEAREST_NEIGHBOR share validate, prepare
and execute steps to reduce code duplication.
