Add presubmit tests to NNAPI -- frameworks/ml/nn

This CL adds CtsNNAPITestCases to the presubmit test cases and
configures NeuralNetworksTest_static as general-tests.

NeuralNetworksTest_static cannot be added yet because it is currently
failing on presubmit.
