Add flag to scale layoutlib result image

If Studio allocates an image that it's smaller than the requested size
by layoutlib, layoutlib will now re-scale the image automatically to
fit. This allows for Studio to, in some cases, allocate less memory and
just ask layoutlib for an up-scaled version.
