Add AssetInputStreamSource to layoutlib's ImageDecoder 

Commit 40c59fd (Change I07e00ca6) introduces a new type of source in the
platform's ImageDecoder. We mirror that in layoutlib's version of
ImageDecoder.

Test: layoutlib tests
