IOP/UXE: This change is to enable the IOP and UXE

IOP: BoostFramework to changes to include IOP calls

Adding Boostframework APIs to support IOP trigger. Also adding hooks in
framework to call the IOP APIs.

Update framework call for to pass the directory path
Call iop capture API when an activity displayed.

UX Engine Start Empty F/W & Hooks
+ Fixes

Squash of original code w/ fixes

1) Start Empty F/W
Allow certain set of apps, to be started as
empty apps.

2) F/W hooks:
BoostFramework hooks to collect important
events such as kills, launches etc.

Fixes:
1) Add isolated process check for UXEngine
Prevent isolated processes from sending
bindApp info. Fixes selinux denial issues.

2) Fix Boostframework issue
Add isolated app check when creating
a new boostframework object, since it
causes selinux denials. Also add
iop.enable_uxe check as an additional
safeguard for unsupported targets.

3) UX Engine Start Empty F/W: Fix Issues.
1. Remove LruProcess check. Not needed.
2. Add NULL check.
Fixes droidbugs: 1155119, 1159403

4) Adding NULL check before accessing the PID for app and pApps.

5) Add perfservice support for UXEngine call.
Event requests to Perf/IOP HAL from untrusted
apps are not allowed through hw binder.
Routing request via perfservice.
