NetworkSettings: Launch vendor activity for cellular QS tile 

Recently, the activity launched for the cellular QuickSetting tile was
changed from data usage activity to the mobile network settings of the
DDS sub. Add changes to ensure that long tapping this launches the DDS
tab of vendor MobileNetworkSettings activity.
