SystemUI: Fix an issue where unlocking the SIM PIN failed 

After enable SIM card lock and hotswap, can't unlock the SIM
card lock with the correct password. The root cause is that
the SIM card subId is changed to an invalid value in this scene.

Update the SIM card subId only when receive the valid SIM state
change.
