SystemUI: No PIN input dialog pop up 

No PIN input dialog pop up when hotswap
SIM card with 1 SIMLock enabled while 2 SIM
card inserted.

Caused by dirty data when hotswap the SIM
card.Clear the dirty data when plug the SIM
card.
