Bluetooth: Handle BT Network reset properly 

 - After network reset when BT state is OFF
   bluetooth is not turning ON, as default
   bluetooth state is ON in factory settings.

 - This patch will set the BT state to ON after
   network reset is done when bluetooth is OFF.
