GAP: Remove ble app count dependency for BT On

Handled below race conditions in bluetooth frameworks

- GMS app triggering quick disable during BLE on,
this race condition leads to Bluetooth on
instead of Bluetooth OFF.

- BLE on not allowed in airplane mode. If airplane
mode enabled during BLE turning on, bluetooth should
be off instead of BLE ON.
