wifi(settingslib): Update passpoint config to accessPoint

Commit 0d492e83 removes obsolete
logic, so passpoint config is not updated to accessPoint.

If user clicks an accessPoint in GUI, due to missing passpoint
config, GUI pops a window to ask user to input creds. This is not
expected, as cred is already pre-configured into framework.

Bring back part of Commit 0d492e83
to update passpoint config to accessPoint.
