FrameworkBase: Fix system reboot when dump binder proxy

Scenario
System will popup warning toast when app send wrong
notification. Excessive binder proxy will be created
because system popup toast with the same frequency
as wrong notification. Then system try to dump proxy
info, but meet mismatch error and reboot.

Fix: dumpProxyDebugInfo doesn't have return value, change
CallStaticObjectMethod to CallStaticVoidMethod
