perf: Convert Horizontal Scroll to GestureFlingBoost. 

Convert Horizontal Scroll to make user of Gesture Fling
and cleanup Horizontal scroll boost code snippets.
This change also removes app context invocation for horizontal
scroll boost and invokes horizontal scroll boost from
system server context.
