Wifi: Allow saving sim_num for EAP-SIM/AKA/AKA_PRIME configurations 

Currently WifiConfiguraition.SIMNum is not saved/passed to wifi-service.
This configuration is needed for sim dependent eap-methods.

This commit adds new APIs in WifiConfiguraiton.WifiEnterpriseConfig
to set/get sim_num for EAP-SIM/AKA/AKA_PRIME networks.
