SystemUI: Rat icon enhancement 

1.Use persist property to enable/disable the feature
2.Default value of this property is OFF.
3.Show data network type icon for DDS and non-DDS subscription
4.Hide the icon if mobile-data is off.
5.Hide the icon if roaming-datais off and device is roaming.
