Bluetooth: Check for BLE on state after gatt service up

In BLE APP use case, once BLE APP exits bt will be turned off
and process exits.

GATT service may restarts by activity manager and bind
to manager service , bluetooth manager service assumes
gatt service started from BLE on state and persisted bt on state.

Hence Check for BLE on state once gatt service up to persist
BT ON state.
