SystemUI: Display one signal bar for two SIM after SIM hotswapping 

It is timing problems. New MobileIconState is updated to
StatusBarMobileView when it is not finished to layout
The visible state of StatusBarMobileView is conflicted
with saved MobileIconState.

Update visible state and request layout when state is conflicted
