Tethering: fix TETHERING_INVALID in enableWifiIpServingLocked 

Patch f90d6ccc can cause hotspot to
fail because ifname is not recognized as tetherable interface.
Use TETHERING_WIGIG for Wigig interface and TETHERING_WIFI for any
other interface.
