Copy MultiHostDatasetInitializerHook from 

tensorflow_estimator/python/estimator/util.py to
tensorflow/contrib/tpu/python/tpu/util.py

This is a short term fix to avoid version skew problems between the TF and
estimator repositories. We can remove the copied version after we release a
tensorflow_estimator with MultiHostDatasetInitializerHook.
