vndk-def: Add libclang_rt to eligible list

This commit makes sure libclang_rt.asan and libclang_rt.ubsan_standalone
for all architectures are tagged correctly.  Prior to this commit, some
human tweaks are necessary for other architectures.

Test: Update the latest eligible list.
