vndk-def: Update eligible-list-master.csv

This commit updates the shared libraries in eligible-list-master.csv:

* Add HIDL interface shared libraries:
  - android.hardware.audio.common@4.0.so
  - android.hardware.audio.effect@4.0.so
  - android.hardware.audio@4.0.so
  - android.hardware.media.bufferpool@1.0.so
  - android.hardware.neuralnetworks@1.1.so
  - android.hardware.nfc@1.1.so
  - android.hardware.secure_element@1.0.so
* Add VNDK shared libraries:
  - android.hardware.media.bufferpool@1.0-impl.so
  - android.hardware.media.c2@1.0-service-impl.so
  - libstagefright_bufferqueue_helper.so
  - libstagefright_codec2.so
  - libstagefright_codec2_vndk.so
* Add VNDK-Private shared libraries:
  - libpdx_default_transport.so
* Remove stale shared libraries:
  - libaudioutils_system.so
  - libmedia_helper@2.0.so
  - libnbaio_mono@2.0.so
  - libstagefright_gbs.so
* Tag libdexfile.so as VNDK-SP-Private for devices using degenerated VNDK
* Rename LL-NDK-Indirect to LL-NDK-Private
* Rename VNDK-SP-Indirect-Private to VNDK-SP-Private
* Update the VNDK-SP-Private and VNDK-Private tags

Test: Run vndk definition tool on latest build and these libs aren't
causing errors anymore.
