vndk-def: Add workaround for extra VNDK-SP-Private 

This commit adds a workaround for extra VNDK-SP-Private libraries that
are VNDK-SP-Private when BOARD_VNDK_VERSION is NOT set.

Test: Run definition tool on marlin/sailfish
