vndk-def: Update eligible-list-master.csv

This commit updates eligible-list-master.csv with the tool
./tools/update_dataset.py (without manual changes):

* Add VNDK:
  * android.hardware.broadcastradio@2.0.so
  * android.hardware.camera.device@3.4.so
  * android.hardware.camera.metadata@3.3.so
* Changed to FWK-ONLY:
  * libkeymaster_staging.so
  * libminijail.so
* Removed:
  * tests.vendor@1.0.so
  * tests.vendor@1.1.so
* Add FWK-ONLY and VND-ONLY:
  * hidl.tests.vendor@1.0.so
  * hidl.tests.vendor@1.1.so

Test: Run vndk_definition_tool.py and several false VNDK violations
disappear.
