vndk-def: Add SP-HAL regex to eligible lists

This commit adds SP-HAL path regular expression pattern to eligible
list.  This is a part of the effort to remove hard-coded SP-HAL
patterns from vndk_definition_tool.py.

Test: ./tests/run.py
Test: Run vndk_definition_tool.py on a device and all outputs are same
